The Basic Rule: Private Property Only
Where can you smoke weed in Arizona? Prop 207 explicitly prohibits consumption on dispensary premises and in public spaces. You may consume weed on private property where smoking is permitted. This means your own home, a friend's home (with permission), or a cannabis-friendly lodging property that allows it.
Public Consumption Is Prohibited
Public consumption of smoked or vaped cannabis falls under Arizona's Smoke-Free Act, the same framework that prohibits tobacco smoking in public spaces. This includes sidewalks, parks, restaurants, bars, and all public buildings. Violations are typically handled as civil infractions.
The Edible Gray Area
There is an interesting nuance: edibles consumed discreetly in public technically fall outside the smoking prohibition. The Smoke-Free Act targets smoking and vaping, not eating. However, being visibly intoxicated in public could still result in other legal issues, and it is not advisable to test this gray area.
No Consumption Lounges (Yet)
Consumption lounges remain unauthorized in Arizona as of March 2026. Arizona is not among the 13-plus states with consumption lounge legislation. No bills to authorize lounges have advanced in the legislature. This is a significant gap for visitors who have no private property where they can legally consume.
Semi-Legal Consumption Spaces
Several private establishments operate in a gray area:

- The HIGH Lounge in Phoenix — a speakeasy-style membership club

These establishments operate under various legal frameworks including private membership models and property rights, but they exist in a regulatory gray area.
